'People's initiative' is just one of the three ways on how to amend or change some provisions in the Philippine constitution. Although I am familiar with the other two, I do not fully understand them. They did not succeed when they were lobbied several years ago. Under the people's initiative, from my own understanding, we or the people themselves (1/3 of all the registered voters), can petition to amend certain provisions in the constitution. I can't help but raise the question : Does it truly represent the voice of the Filipino majority? I think otherwise.
I've been watching and following the news on inq7 website for a week now, keeping myself abreast with the goings-on in the Philippines. It seems that the Palace and the proponents of Charter Change are hellbent on pushing and making ChaCha a reality at all cost. The signature campaign conducted was plagued with reports of bribery in local barangays, in cash and in kind. I watched an interview where a resident of a certain barangay told the reporter that a barangay official was offering P50 per head to various households in exchange for the "yes" signature. If this indeed was true, where did the funds came from? Hmmm..Your guess is as good as mine. Reminds me of a Pantera album entitled "Vulgar Display Of Power". With our present living conditions, unemployment rate soaring high and extreme poverty issues not being addressed properly for so many years, P50 pesos is quite a sum. I can't blame the people who had accepted the offer. I would have probably done the same. Iba na kasi pag sikmura ang kumalam eh .
I'm not totally against the proposed amendment of the constitution. But will it really serve its purpose? Will it be beneficial to the majority of the Filipino people like what the administration and its proponents are saying? Which part of the provisions will be changed? Is there a motive or a hidden agenda? Yes, most of us do really want a "change". But is this what we really needed? In another interview, a young man who attended a forum about Chacha could not explain clearly what was the subject of the forum and what does 'People's Initiative' really mean. I think the public , most importantly the people at the grassroots level should be properly informed regarding this matter. Sana lang huwag na gumamit ng wikang ingles para mas maintindihang mabuti ng nakararami.
There was a ruling made by the Supreme Court wayback in 1997 (under President Ramos' term) and it stated that there is no valid enabling law that would authorize a people's initiative. I'm not a lawyer, but maybe there is a "workaround" to reverse that ruling. Who knows? Bilog ang mundo eh. However, if this pushes through, l hope that the majority of the Filipino people will still benefit from the constitutional reforms that will be made.
